Financial aid is available to Medaille students through a variety of sources. The Financial Aid Office can provide information about the following topics: financial aid programs (eligibility requirements, selection proceures, disbursement schedules), satisfactory progress, rights and responsibilities of students receiving financial aid, loan repayment, terms and conditions of student employment, costs of attending Medaille, and the liability policy at Medaille. Here are some of the sources you should investigate when planning for your college finances.

Grants
The Federal Pell Grant is a need-based federal grant program designed to provide funds to students who are enrolled for at least 3 credits per semester. These grants range up to $4,000 per year based on family income, assets, the number of family members in your household, the number in college, and the number of credits for which you enroll. Apply by submitting the Medaille College Financial Aid Application and the FAFSA (Free Application for Federal Student Aid). Students must maintain Satisfactory Progress to receive this award. (See section in this catalog entitled "Satisfactory Progress.")

New York State Tuition Assistance Program (TAP) awards range up to $5,000 and are based on New York State net taxable income. Students must be New York State residents and must have full-time status. If eligible, students may qualify for up to eight semesters of TAP while pursuing a bachelor's degree and six semesters of TAP in an associate degree or certificate program. Apply by submitting the FAFSA (Free Application for Federal Student Aid). Students must maintain Satisfactory Progress to receive this award. (See section in this catalog entitled "Satisfactory Progress.")

New York State Aid for Part-Time Study (APTS) is a grant program funded by New York State. Awards range up to $2,000 for students enroolled between 3 and 11 credits per semester. Eligibility is based on New York State net taxable income and the availability of funds. Apply by submitting the FAFSA and a separate APTS application, available from the Financial Aid Office. Students must maintain Satisfactory Progress to receive this award. (See section in this catalog entitled "Satisfactory Progress.")

The Federal Supplemental Education Opportunity Grant (SEOG) is a federal grant need-based which is awarded to students based on exceptional financial need. (To receive SEOG, you must be eligible for a Pell Grant.) Apply by submitting the Medaille College Financial Aid Application and the FAFSA. Students must maintain Satisfactory Progress to receive this award. (See section in this catalog entitled "Satisfactory Progress.")

The Medaille Grant is an institutional grant based on financial need. Apply by submitting the Medaille College Financial Aid Application and the FAFSA.

Scholarships (First-time Freshmen)
The College offers a three-tiered scholarship program to recognize the academic achievement of high school seniors. The level of the scholarship is determined at the time of acceptance. A student must maintain full-time status to receive the award.

Trustee Scholarship is a $6,000 per year scholarship awarded to high school seniors with an average of 92 or better. It is renewable for each of three years provided the student maintains a 3.00 average.

Presidential Scholarship is a $3,000 per year scholarship awarded to high school seniors with an average of 88, 89, 90, or 91. It is renewable for each of three years provided the student maintains a 2.8 average.

Dean's Scholarship is a $2,000 per year scholarship awarded to high school seniors with an average of 85, 86, or 87. It is renewable for each of the three years provided the student maintains a 2.5 average. Also available to first-time freshmen are the two scholarships listed below.

Theodore Roosevelt Honors Scholarship is a $3,000 per year scholarship awarded to students participating in the Theodore Roosevelt Scholars Program. It is renewable for each of three years provided the student remains in good standing with the program.

Scholarships (Returning Students)
Applications for the scholarships listed below are availabele in the Financial Aid Office in the spring semester of each academic year. Please note, however, that the Sullivan Scholarship is for an entering transfer student and determined prior to enrollment. The scholarships are awarded at the College's annual Honors Convocation.

Roger F. Bonenfant Memorial Scholarship is an endowed scholarship awarded annually to an eligible junior or senior. This scholarship was established in memory of Roger Bonenfant, a faculty member in the Human Services Department from 1971 to 1988. Factors considered in judgeing applicants include financial need and academic standing.

Jacquelyn Downey Scholarship provides a limited number of scholarships for students who need less than 24 credits to graduate and who have exhausted some or all financial aid.

Alexander P. and Charlotte T. Dzierba Scholarship is a grant-in-aid for textbooks given every semester. Full-time juniors and seniors at Medaille enrolled in the Social Sciences or Humanities program who possess a GPA of at lest 3.0 and demonstrate economic need are eligible.

Garman Family Scholarship is awarded to students entering their freshman year pursuing degrees in Child and Youth Services, Education, and Health and Human Services. The scholarship is based on academic ability and financial need and is given to students whose career focus is to help others.

Darlene Harding Scholarship is awarded annually to a student pursuing a program of study that emphasizes math and science. Demonstrated financial need is also a consideration. The scholarship is named in memory of Dr. Darlene Harding, a faculty member at Medaille Collge for 10 years, who was tragically killed in an automobile accident. The scholarship was established to honor her dedication to the College.

William Randolph Hearst Scholarship is awarded to students who have overcome obstacles to pursue their education. The Hearst Foundation donated money to Medaille College to provide oportunities to help students achieve a college education.

Anna M. Kramer Scholarship is awardeed to an adult student (over 25) in management-related programs with an interest in accounting. A student will be selected on the basis of demonstrated financial need and academic merit.

Anna Illuzzi Palano Memorial Scholarship is awarded annually by the Medaille College Alumni Association. Factors considered by judging applications include financial need, scholastic ability, participation in activities, personal initiative, and community involvement. Semi-finalists are contacted by the Alumni Asociation for a personal interview. It is named in honor of the late Anna Illuzzi Palano, a member of the class of 1972 and former president of the Alumni Association.

Mike Roszman Memorial Scholarship is for a junior or senior Media/Communications major. It is awarded on the basis of demonstrated talent in radio broadcast/journalism, financial need, and participation in school events related to media communications. This scholarship is funded by WGR News Radio 55.

Joseph and Isabelle Runfola Scholarship is awarded to a student with a working-class background who is studying in a major that will help others. Financial need is considered.

Kevin I. and Virginia D. Sullivan Scholarship is awarded to an entering transfer student whose academic record promises success at Medaille and who has demonstrated leadership potential through prior activities in college or in the community.

Stanley P. Szymanski Scholarship is for students of Polish descent. Financial need is considered.

Veterinary Technology Scholarship is awarded to a student entering his/her second year in the Veterinary Technology program. The scholarship is awarded on the basis of financial need and good academic standing.

Phyllis S. Ware Memorial Scholarship is awarded to a student in the Education program who has demonstrated high academic achievement and financial need. The scholarship was established by the family of Phyllis S. Ware, a graduate of the Elementary Education program at Medaille College.

Dr. Phillip Weber Scholarship is awarded to a student entering his/her second year in the Veterinary Technology program. The student must be in good academic standing.

Women Teachers Associaton Scholarship is awarded to an Education major and is based on financial need.

Other Financial Assistance
Vietnam Veterans Tuition Assistance Program
provides financial assistance to veterans enrolled in undergraduate degree programs. Full-time awards are $1,000 per semester. Part-time awards are $500 or tuition, whihever is less. For an application contact New York State Higher Education Services Corporation, 99 Washington Avenue, Albany, New York 12255.

Vocational and Educational Services for Individuals with Disabilities (VESID), formerly Office of Vocational Rehabilitation (OVR), benefits are available for students with certain physical or emotional disabilities. Contact the New York State Vocational Rehabilitation Commission.

The Federal College Work-Study Program (CWSP) allows students with financial need the opportunity to work in jobs on campus to earn part of their educational expenses. Students may apply by submitting the FAFSA. Students must maintain Satisfactory Progress to receive this award. (See section in this catalog entitled "Satisfactory Progress.")

Veterans Benefits are available for students who qualify. In order to determine eligibility, the Department of Veterans Affairs or the Medaille College Financial Aid Office should be contacted.

Federal Aid to Native Americans is a grant offered by the U.S. Bureau of Indian Affairs for college study. To be eligible, the applicant must: (1) be at least one-fourth American Indian, Eskimo, or Aleut; (2) be an enrolled member of a tribe, band, or group recognized by the Bureau of Indian Affairs; (3) be enrolled in or accepted for enrollment in an approved college or university pursuing at least a two-year degree; and (4) demonstrate financial need. An application is necessary for each year of study and must be accompanied by an official needs analysis from the Financial Aid Office. Each first-time applicant is required to submit tribal enrollment certification from the bureau, agency, or tribe which records enrollment for the tribe. The student must make satisfactory progress towards a degree and show financial need for grants to be awarded in successive years. Applications are available from the Bureau of Indian Affairs, 3701 North Fairfax Drive, Suite 260, Arlington, Virginia 22203.

New York State Aid to Native Americans is an entitlement program, with neither a qualifying examination nor a limit on the number of awards. Applicants must be (1) a resident of New York State; (2) on an official tribal roll of a New York State tribe or the child of an enrolled member of a New York State tribe; and (3) enrolled in an approved New York State postsecondary program. Applications are available from the Native American Education Unit, New York State Education Department, Albany, New York 12234.

Loans
The Subsidized Federal Stafford Loan Program is a need-based program which allows students to borrow from participating lenders. The maximum loan eligibility per academic year is $2,625 for freshmen, $3,500 for sophomores, and $5,500 for juniors and seniors. The maximum that may be borrowed as an undergraduate student is $23,000. The interest rate is variable annually, capped at 8.25%. Repayment begins six months after the student either leaves school or drops below half-time enrollment. There is no interest paid or accrued while the student is enrolled at least half-time. The loan must be repaid within 10 years, exclusive of deferment periods. Apply by submitting the Medaille College Financial Aid Application and the FAFSA. The Unsubsidized Federal Stafford Loan Program is available, regardless of family income, to students who do not qualify for the regular Subsidized Stafford Loan or who are not eligible for the maximum Subsidized Stafford Loan and/or who are independent. The terms and conditions of the subsidized and unsubsidized loans are generally the same, except that borrowers are responsible for the payment of the interest that accrues on unsubsidized loans while they are in school. The term unsubsidized means that interest is not paid for you by the federal government while you are in school. The interest rate is an annual variable rate capped at 8.25%. Apply by submitting the Medaille College Financial Aid Application and the FAFSA. Students must maintain Satisfactory Progress to receive this award. Financial Need
Financial need is determined by using the Family Contribution as determined by the FAFSA and subtracting it from the cost of attendance.

Satisfactory Progress
Students must maintain Satisfactory Progress in order to receive Financial Aid. PLEASE NOTE: THERE ARE DIFFERENT REQUIREMENTS FOR STATE AND FEDERAL FINANCIAL AID.

In addition, you must meet PROGRAM PURSUIT regulations which require that during your first two semesters of TAP you must COMPLETE at least 6 credit hours per semester, at least 9 credit hours per semester for the 3rd and 4th semesters, and at least 12 credits for your 5th and all succeeding semesters.

Part-time student credit requirements will be pro-rated based upon the number of credits carried. GPA requirements are the same. In addition, you must complete your program within 180 credit hours.

If you do not achieve these Satisfactory Progress Requirements, you will not be eligible for additional semesters of financial aid until you obtain the necessary requirements. If you encounter extraordinary difficulties which prohibit you from achieving the above minimum requirements, you may qualify for a waiver of these requirements. Explanation of Education Expenses
Tuition: covers cost of academic, student, and administrative services.
College Fee: applied by the College for support services.
Technology Fee: covers the cost of student's access and use of computers, and on-line and information technology services. This fee does not include additional costs which individual courses may require. Transcript Charge: covers materials and postage required to produce and send the student's transcript as requested by the student.
Graduation: covers a portion of programs, diplomas, and other related expenses.

Application Processing:
covers the cost of processing a student's application for admission to the College.

Acceptance Deposit: confirms the student's enrollment and reserves his/her place in the College. This fee is applied toward the first tuition payment.
Orientation Fee: applicable to new students, the fee covers materials, food service, postage, and programming costs for orientation to the College.
Certificate Fee: fee charged by New York State for award of the education teaching certificate.
Assessments Required by Special Courses: some courses incur additional charges. These charges are assessed only to the participating student.

Tuition Policy
In order to be OFFICIALLY REGISTERED for class, every student must complete the registration process including arrangements for payment of tuition and fees (i.e., completing a Financial Clearance Form/Promissory Note/Payment Arrangement). Failure to do so will result in deletion of your registration and grades and credits will not be issued for that semester.

Tuition and assessments are due and payable prior to the student's first scheduled class each semester. Payment may be made in cash, by check, or by certain credit cards as indicated below. Checks should be made payable to Medaille College and mailed or brought to the Business Office. There is a $30 charge for any returned check. The College accepts MasterCard, Visa, Discover, and American Express. Alternatively, the College recommends all students utilize the service of Tuition Management Systems (TMS), an outside financial services company, which allows tuition to be spread over the school year. There is a $55 fee but no interest charge for use of this service. Students who fail to establish payment arrangements for tuition and fees prior to the first schedule class each semester are subject to a $150 late fee. A late fee of one percent (1%) per month will be assessed on all overdue accounts. Also students are responsible for all costs relating to the collection of an overdue account. These costs are charged at 33% of the student account balance. Many students are eligible to receive financial aid pursuant to their college education. It is to the student's advantage to file appropriate financial aid forms by March 15 for the fall semester of any year. Students who apply for financial aid (TAP, Pell, FSEOG, Loans, Scholarship, etc.), should take the appropriate action listed below. Once the student has received a financial aid award notice, signed and returned the yellow copy to the Financial Aid Office, he/she may proceed directly to the Business Office to make payment arrangements. If by July 1, the student has not filed or received a response to a financial aid filing, the following steps should be taken: present the appropriate completed financial aid forms, verification of all income and a completed student loan application to the Financial Aid Office. An estimated financial aid determination will be entered on a partially completed Financial Clearance Form/Promissory Note which the student must take to the Business Office. The Financial Clearance Form/Promissory Note must be filled out BEFORE attending class. Students whose financial aid is not completed by the first day of class will be required to either enroll in TMS or pay all tuition and fees in full. Students who are to be employer reimbursed for tuition charges and who do not take advantage of the 3½% discount explained below, must present a letter from their employer, fifteen days prior to the start of classes, identifying the student and the terms of reimbursement. The student's eligibility for this benefit must be verified each semester. That portion of tuition cost promised to be paid by the employer after the semester ends may be deferred during the semester but must be promptly forwarded to the College immediately after the semester ends. Employer deferments beyond the current semester are not permitted and require student payment of this portion of tuition prior to the first scheduled day of classes. If the student fails to make timely payment as promised, no further deferment will be allowed and the employer will be so notified.

Tuition Discounts
Certain discounts are to be granted to students when net tuition payments are received by the Business Office, by cash or check only, prior to the student's first scheduled class each semester. Net tuition is defined as tuition not funded through the use of financial aid. Should a student withdraw at any time during a semester after the discount has been applied or financial aid been reduced, creating a student balance, the discount will be reversed and said balance is due and payable immediately. The three types of discounts are:

A three and one-half percent (3½%) cash discount. Charge card payments are specifically excluded. A Canadian student accepted into a two- or four-year course of study leading to a baccalaureate degree is eligible to receive a discount against tuition resulting in acceptance of Canadian dollars at par value, limited to $3,800 per year, and modified somewhat when the student is receiving an academic scholarship as well. Other Canadian students receive a twenty percent (20%) exchange discount.

A fifteen percent (15%) Alumni discount is offered to students who have received a baccalaureate degree and are returning for additional courses. This discount will be provided against the cost of any undergraduate credit-bearing course. Graduate program courses, non-credit bearing courses, and audited courses are specifically excluded.

Tuition Liability Policy
Tuition liability adjustment will be made only in the case of an official leave of absence or withdrawal and the Withdrawl Form must be filed in person at the Registrar's Office. The amount of any adjustment will be determined using he date of filing and the schedule below. An alternate schedule may apply in the case of Federal financial aid recipients.

NO ADJUSTMENT WILL BE MADE IN THE CASE OF AN UNAUTHORIZED WITHDRAWAL.

Refund of Excess Financial Aid Awards
There is an unpredictable lapse of time between the issuance of the notice of financial award, which is sent to the student and College, and the actual receipt of funds from federal/state programs. As funds are received in the Business Office, they are promptly credited to the appropriate individual student's account. When such posting to a student account results in a credit balance, the overage will be refunded to the student within 14 days from the posting dates.
